About this research area

European defence funding creates several routes to market. A research grant finances development; a procurement programme creates a potential customer; a loan finances a company’s activity. Each route has a different recipient, decision process and set of conditions. Identifying the company’s role is the first step in assessing an opportunity.

Programme eligibility depends on the specific instrument and call. Establishment in the European Union does not settle ownership, control, access to project resources or rights over results. Consortium formation and investment decisions therefore require the relevant corporate, legal and technical evidence to be considered together.

Industrial delivery adds a financing test. Manufacturers may pay for materials, staff and production before acceptance and invoicing. Finance available against an approved invoice may arrive too late for that expenditure. A credible assessment connects procurement commitments with qualified production capacity and the cash needed to deliver.

The guides address ownership and intellectual property, funding eligibility, procurement, working capital and industrial supply chains. They also examine critical-infrastructure dependencies, security requirements and resilience. Defence Finance Monitor provides continuing research on European defence, dual-use industries and the companies participating in these markets.
