Where should a supplier start searching?
TED, Tenders Electronic Daily, supports searches using business sector classifications, place of performance and other notice fields. Search for the product or service the company actually supplies, alongside relevant Common Procurement Vocabulary codes. A general search for defence can miss maintenance, software, packaging or specialist testing bought under more specific descriptions. Reviewing a relevant historical notice can help identify the buyer's terminology.
Build searches around several plausible customer groups. A machinery business might sell to a ministry, a shipyard or a prime contractor, with only the first relationship consistently visible through public procurement. A geographical filter should reflect where the contract is performed, which is not necessarily where the buyer or supplier is established. Read the notice's location and participation fields separately before excluding an opportunity on geography alone.
What do EDA and OCCAR publish?
The European Defence Agency procurement page distinguishes its own purchasing from collaborative procurement undertaken for participating states. The latter can operate under different legal and programme arrangements. Suppliers should identify which role EDA is performing, since an agency office-services contract and a cooperative equipment purchase create different commercial opportunities. Preparatory activity and some defence documentation may not be public.
OCCAR's business opportunities page similarly separates programme contracts covering development, production and support from administrative procurement. Its operational procurement follows programme strategies and OCCAR's contract-placement procedures. An SME should therefore search by programme and work package as well as organisation. A multinational programme name is useful context, but the actual advertisement determines whether an independent tender, prequalification exercise or subcontract approach is relevant.
Which national channels deserve separate monitoring?
For the United Kingdom, MOD supplier guidance points to the Defence Sourcing Portal for advertised MOD contracts and Find a Tender for many higher-value notices. For Germany, the Bundeswehr's electronic tendering guidance directs suppliers to the federal e-tendering platform. These are different submission environments; a saved TED search does not create an account in either.
In France, the ministry's procurement guidance identifies PLACE as the route to its notices and consultation documents. Country-specific terminology matters: a French dossier de consultation des entreprises is the document package needed to prepare participation and offer materials. Use the national portal identified in the notice as the authoritative route for files, questions and submission. An aggregated notice may omit attachments or later correspondence.
How can a reader distinguish a tender from an early signal?
A market consultation asks for information that can shape a later purchase; it is not an order. A request to participate can precede an invitation to submit a full tender. An award notice describes a purchasing decision already made, although it can reveal likely subcontractors, support requirements or a future renewal. Treating all three as immediate bidding opportunities wastes commercial effort and can produce an inappropriate response.
Record the notice type, current stage, publication date, deadline and any later amendment. Link related notices using the procurement reference rather than the title alone, because wording can change between stages. A framework's estimated value can cover several years, multiple suppliers and optional orders. It should not be entered into a sales forecast as committed revenue for the successful bidder without reading the ordering mechanism.
What makes an opportunity suitable for an SME?
The first decision is whether the firm can supply the contracted outcome. A component specialist may be highly relevant to the programme while lacking the integration, support or financial capacity demanded of the main contractor. In that situation, a targeted subcontract proposal is more credible than an incomplete prime bid. Conversely, a clearly defined service lot can offer direct access without requiring responsibility for an entire equipment system.
Assess the evidence burden early. Relevant experience, financial standing, quality arrangements, security permissions and supply continuity can each consume preparation time. Distinguish requirements that must already be satisfied at participation from those that must be achieved by delivery. Where a condition is unclear, use the authorised clarification channel. Commercial enthusiasm cannot substitute for a required document, and assumptions made privately by the bidder do not amend the procurement.
How should tender documents be reviewed before a bid?
Read the evaluation method together with the specification and draft contract. A technically attractive offer may be commercially unsuitable if the contract requires unfunded stock, extensive acceptance testing or long support obligations. Allocate ownership for each commitment across engineering, finance, quality and legal teams. The resulting decision should identify the material cost of compliance and any condition the company cannot credibly accept.
A hypothetical testing supplier might meet the technical scope but depend on equipment that is booked elsewhere during the proposed acceptance period. Its constraint is available delivery capacity, not eligibility. Another may have spare capacity but lack permission to receive the relevant information. These cases call for different responses: a revised schedule or partner in the first, and a specific security assessment in the second.
How can monitoring become a disciplined commercial process?
Maintain a small, reviewable opportunity register with a named owner and next decision for each record. Preserve the original notice link and latest document version, including clarifications that change the scope. Test whether saved searches find a few known relevant procurements; if they do not, adjust product terms, classifications or buyer filters. The objective is useful coverage of the company's addressable market, rather than the largest possible alert count.
